Provisional Issues

Philosateleian stamps are generally perforated by hand and issued without gum. They are printed in limited numbers linked to actual need, and are not sold directly to residents of Earth. For all practical purposes, then, the stamps are virtually unknown in mint condition, although some copies are preserved in the government archives.

Philosateleian stamps are required for use on all letters and packages mailed on Philosateleia. They are also required on all mailings from the Philosateleian Embassy on Earth, except for those that fall into any of the following categories:

  1. Philatelic Cover. Envelopes mailed for primarily philatelic purposes. No special markings should be used.
  2. Official Business. Packages containing business materials. "OB" may be inscribed below the return address if desired.
  3. Mourning Mail. Letters and cards of consolation. "MM" may be inscribed below the return address if desired.

The Philosateleian Ambassador is authorized to evaluate items upon request on a case by case basis to determine whether or not they should receive special classifications.
